In a small saucepan, add cream, milk, garlic powder and pepper.
Crumble the blue cheese with a fork to make sure it melts easier.
On low heat, heat through until cheese is melted, stirring often.
Prepare bacon and crumble. Set aside until ready to use.
When cheese sauce is ready, drizzle evenly over the potato chips.
Top with bacon.
Put the sheet pan in the broiler and heat until chips crisp up and the cheese sauce bubbles and darkens in spots.
Top with green onions and balsamic glaze.
Serve immediately.
Notes
You can use regular balsamic vinegar if you don't have the glaze. You just may want to test how sweet it is before adding. Some store brands can be too vinegary, but a sweeter one will work fine. You can also make a balsamic glaze by cooking down a good quality balsamic vinegar so that the flavor condenses as the water cooks out.
